Assembly Militias often meet before or after General Assembly meetings, but many also maintain a weekend schedule for training and to conduct exercises and conduct business unique to the militia.

All able-bodied members of the Assembly may actively support their militia in one way or another, either as active militia or acting in support, supply, communications, and administrative positions.

MILITIA

State Militias are manned by State Citizens who are members of the State Jural Assembly. Similar to the system of the Swiss Cantons, their focus is community safety and preparedness on a statewide basis. Members are taught firearms safety, marksmanship, first aid, and train in one or more specialties.

In the event of attack or natural disaster, the State Militia Commanders can call upon one or more County Militias for assistance. They can also call upon the “State of State” Militias, the State of State “National Guard” and the local U.S. Military Commanders for assistance. State of State Militias including the State of State “National Guard” are quasi-military or paramilitary organizations manned by State of State (Territorial) U.S. Citizens who are corporate shareholders and enfranchised voters.

The actual State may employ additional peacekeeping Public Safety Officers, whose duty is to uphold the Public and Organic Law in places and in situations where the people of the State (State Nationals) need protection or assistance. These local State peacekeeping forces have traditionally gone by a variety of names—Troopers and Rangers, for example. Like their counterparts, these men and women derive their authority directly from the State Jural Assembly and while on State land, they traditionally have absolute peacekeeping authority over everyone but the County Sheriff and in some States, the State Militia Commander.

The State Citizens who shoulder the responsibility to self-govern the actual State Government are the only Parties having authority and standing to enforce the Constitutional guarantees. They are the “We, the People” who signed the Constitutions. And as should now be apparent, State Citizens also make up the State Assembly Militia. When we talk about the Assembly Militia we are talking about the “well-regulated” Militia guaranteed to each State under the provisions of the Federal Constitution. This is not any unorganized “militia” of paranoids out in the weeds living in deer blinds. There is no more official, legitimate, or venerable civilian community self-defense force in this country and Americans need to wake up and realize what it means and who we are talking about when we say, “We, the People”. We, the State Citizens. We, the State Assembly Militia.

It boils down to this, folks— the states of the union have the iron-clad guarantee that they can keep their “well-regulated militias” and they need to make use of that guarantee by retaining that name for their state-based armed forces.

To The Minnesota State Assembly,

Peacekeeping Committee Members

(from Ohio)

On behalf of The Peacekeeping Task Force through The Federation of States, for The United States of America (Unincorporated) we are extremely optimistic to continue organizational reconstruction efforts for 2023 and beyond.

This correspondence is primarily designed as an initial (or subsequently updated) outreach strategy for all peacekeeping entities; State and County.

Through The Federation of States, there are only three (3) main peacekeeping sectors among the American County and State level. Between these are also three (3) separate configurations within a series of designated peacekeeping strategies to better facilitate a fully equipped American County, State, and Federal presence. Please be mindful of the fact that (as each State within each Postal Region considers ((among themselves)) to add other configurations to the listed series) there are currently only the following three (3) main strategic configurations at this time.

Strategic Series

First Configuration:

County // International

Sheriff // Continental Deputy Marshal

This is a versatile configuration that has a unique opportunity to facilitate a natural presence upon any County prior to County Assembly establishment. The Land Jurisdiction Sheriff (interim or elected) is able to announce his/her presence at any time, with or without the aid or presence of his/her designated Deputy Continental Marshal. However, the unique opportunity with this configuration is that a designated (appointed) Deputy Continental Marshal can begin setting up his/her outpost before the Land Jurisdiction Sheriff is present and accounted for.

The strategy allows for the appointed County Deputy Continental Marshal to provide organic outreach to the existing Municipal Sheriff (if such American State County has an existing Municipal Sheriff). The outreach materials would be approved by each State Jural Assembly committee established to formulate such a modular outreach campaign.

With this strategy brings a dual purpose of filling these two offices (one interim/elected and one appointed) simultaneously and offers an approach towards outreach approved by the State Assembly. This approach allows for a unilateral and familiar outreach method that all counties equipped with a Municipal Sheriff can rapidly become familiar and accustomed to.

The campaign will be brought to each County Municipal peacekeeping service (Sheriff, Police, or Commissioner) by way of the appointed Deputy Marshal rather than a perceived encroaching Land Jurisdiction Sheriff at that time.

This strategy is also fortified by way of the only State elected Marshal-at-Arms office and campaign awareness; the single point of contact at the State Assembly level who will vouch for the approved commission that the Deputy Marshal will have assigned to them; first by the State Assembly. This avenue of approach will lend itself to a preemptive notice to all Municipal peacekeepers but does not place the appointed Deputy Continental Marshal into any manner of misplaced or inappropriate position of potentially questionable encroachment by any peacekeeper that exists on any County in question.

This configuration can be developed with or without a Land Jurisdiction Sheriff or Militia Leadership asset available upon such County.

Second Configuration:

County // State

Sheriff // Combat Militia Asset/s

This is a strategy that is driven directly by a State Pillar necessity and does not include international assistance in and of itself.

The interim/elected Sheriff will carry all physical notice outreach campaign material to the existing Municipal Sheriff.

The strategy will lend itself to the appeal for aiding to secure the County Seat infrastructure against any current and future potential threats resulting from the evidence of most recent threats to infrastructure in light of political disruption and upheaval.

The strategy vouches for the availability and accountability of all willing and able; trained and responsible men and women within the Jurisdiction and upon the roster of the Land Jurisdiction Sheriff as his/her posse comitatus.

This configuration can be developed with or without an appointed Deputy Continental Marshal on-call upon such County.

Third Configuration:

State // International

Expanded Peacekeeping Militia Assets // State Chief Continental Marshals

This is a strategy that is driven directly by the State Militia Pillar Leadership along with the availability of all accumulative Deputy Continental Marshals appointed to exist upon each County.

This is an alternative approach to assist with maintaining the peace as a State approved posse comitatus under the leadership of the Militia Pillar. All Deputy Continental Marshals are approved to join with his/her Militia in times of need (especially that of the Combat Militia) on a temporary basis.

This strategy will essentially pull from all surrounding counties; each from its own Deputy Continental Marshal personnel.

This configuration can be developed with or without an interim/elected Land Jurisdiction Sheriff.

Please note:

All three strategies will require the need to have an appointed State Chief Continental Marshal in place through The Continental Marshals Service where such Marshals are concerned as described.

Through any configuration, there will be no need to have the Land Jurisdiction Sheriff, county-based Deputy Chief Marshal, or state-based Chief Continental Marshal armed or equipped with arresting powers or duties associated with assignments or calls to action during the times where peace is maintained by all American state nationals/citizens or when there is no foreseeable or imminent threat to county infrastructure.

In nominal situations for on-duty status, the only peacekeeper armed and equipped to aid with maintaining the peace are Deputy Sheriffs.

All peacekeepers are free to be armed and equipped to aid with maintaining the peace, but during the developmental stage of reconstruction, there is no immediate need to be armed or equipped with anything beyond the appropriate Star and American State identifiable credentials.

-_-_-_-_-

The above are the current preliminary parameters that The Continental Marshals Service are tracking as plausible, lawful, and reasonable in all developmental aspects.

The Peacekeeping Task Force is ready and able to assist with Evaluation, adequate Training, and subsequent Coordination within these strategies at this time.

All that will be required is consistent lawful and peaceful participation along with educated cooperation from all available American County and State Assembly men and women.

This and all subsequent strategies remain a perpetual work-in-progress with the intent to refine where needed in order to accomplish modular strategies nearest to perfection as possible. The "final say" in all regards to this campaign remain in the hands of each American State Assembly committee asset and the people through their honest Pass and Review efforts and available schedules.

All levels of authorization are granted at the General Assembly level in combination with every other State/County Assembly Pillar. And it will be through these means that every Municipal entity will be notified of such honest, lawful, and peaceful effort by the American people and People.

-_-_-_-_-

We look forward to your consideration and feedback in this noble peacekeeping endeavor.
